With the impact of technological revolution, many countries have built their "High-technology Park" respectively. However, the precondition of constructing a good High-technology Park is a High-technology Park planning which must be reasonable and authoritative by collecting basic data widely to learn about the first-hand detailed materials, and must be tested for a long time to ensure the feasibility of the High-technology Park planning. A good and reasonable planning can boost the development of the High-technology Park with benign circulation, but a bad and unreasonable planning can block it severely, which can manifest two aspects as followings: firstly, the insufficiency of investment is the restriction of the development of High-technology Park; secondly, because of the unreasonable inputs, the competitiveness of High-technology Park has been seriously weakened.The paper started with the basic knowledge of the High-technology Park planning and urban planning, analyzed its characteristic, mode and planning methods, and studied the problems of the High-technology Park planning.On this basis, we also studied the position and function of Conceptual Planning in the urban planning system.At last, we based on the above theory, using the remote sensing methods to analyze existent problems which consisted in the planning district to give attention to the macroscopical and microcosmical aspect, and took "the conceptual planning of biological and curatorial industry park in Lan Zhou " for example, studied the actual example of High—technology Park planning.
