Today, though the development of telecom-tech and computer-tech, telecommunications constantly satisfy person's needs of telecommunication rising day by day, however, it does not fit obviously in with the needs of competitions and developments for the vertical structure of operators. During self-evolving, firms become more and more, which supply contents and value-added services professionally and variously. These facts hint the vertical structures constraint developments of the telecommunication industry, and inspire the new structures that fit competition in the market. Layering mode of the operation is said as the end of advance developments under the self-evolving.And follow the analyses of some characters of the telecommunication industry, the thesis gets a viewpoint that the specific assets vary from all terminals and networks in monopoly to networks only. In the new development, the trend of layering mode of the operation specifically, and the demand of the fittest regulation policies of the whole industry have appeared. Under the new condition, the fittest policies should be layering, and getting the market to be more competitive, and making the customers to be the focus of the market.Up to now, there is little research on this respect in our country. I hope this thesis can play the pioneering role and be the reference to the later research.
