Since the 1990s, urban land price appraisal project has been conducted in China, and a comparatively sound urban land price system has been gradually formed. At the beginning of this century, with an attempt to construct a rural land price system, China began to execute urban land appraisal project by making experiment in some places at the start.The lack of continuity between rural land price and urban land price owes to the separation of rural and urban land market. Under the fast economy development in China, vast rural land is transferred or expropriated. Discontinuity of the two price systems somehow impedes the economy development, and goes against the solution of "San Nong" problem. The establishment of proper land price system is the key to define the land price of the entire land market.The proposal of the conception of urban and rural land price integration system (URLPIS) is based on the conclusion of both previous and present land price system. It incorporates the land price components and appraisal methods of both urban and rural land, and it is established under the support of theoretical system frame. By that, it sets a connection between the old urban land price and rural land price, breaking down the discontinuity between them. Meanwhile, the construction of URLPIS may direct the transfer and expropriate of rural land, to make positive sense in practice guiding, such as changing case of the low compensation fee of land taken in rural land transferring to urban land, or perfecting the distribution mechanism of land value increment. This will set a foundation for our country to regulate the urban and rural land market's supply using price lever.(1) Comparative analysis and empirical methods are adopted in this study. The main contents of this dissertation are list below:(2) Transfer of rural land to urban land. Reason, forms and ways of such transfer are explored.
