With the social development into 21st century, the focus of the business competition is not only on the traditional resources such as the fund and the technology, but also on the creative ability based on the human resources. The personnel quality will finally determine the advantage of the enterprise competition .To the Jilin Post which is facing postal institutional reformation and shifting from the traditional postal operation model to the modern one, it is important to train the personnel and improve the quality of the employee. But the unsolved prominent question always existing in the personnel training work is, what is the effect of the training and whether the training investment is worthy or not. The scientific training assessment is very important to the investment effect of the enterprise, to the defining of the contribution of the training to the organization, and to the proving of the accomplishment achieved by the personnel training. So it is essential for the development of Jilin Post to establish an effective assessment system of the training effect. Aimed at the training effect assessment of the personnel in Jilin postal enterprise and its system, this thesis makes a deeply realistic and theoretical research. The main content is as follow:According to the analysis of the present statistical data on the personnel quality of the Jilin post, the first chapter illustrate the important significance of the enterprise personnel training and its effect assessment, and at the same time elucidate the concept and connotation of the training effect assessment and its system, sets out the selective meaning of the thesis, the argument proving the views, and the main content of the research. After the separation between the post and the telecommunication resulted from the historical reason, in the Jilin postal enterprise, the first-class men are insufficient. Though the situation takes a favorable turn through several years of efforts, the improvement of the personnel quality and the enhancement of the personnel training are still the present main work for the human resources department of the enterprise. But the big question in the personnel training work is how the training effect is and whether the investment into the training is worthy, which are still unsolved. So it becomes our aim to research and develop the training effect assessment. The so–called training effect assessment is, during the in-service personnel training organized by the enterprise, according to the training aim and requirement, by the use of the certain assessment target and measure, to inspect and evaluate the link of the training effect. In fact, it is the process of the value assessment on the personnel training activity.
