Clusters have been interpreted as self-reinforcing networks of not just firms, but a range of other organizations-including research institutes, universities, financial bodies and public sector agencies- all of which are characterized by high levels of both competition and collaboration. Today, interest in the "cluster" concept has increased dramatically among economic development policy-makers. However, the research on cluster is a new field either in china or outside, how to develop the regional economy by means of cluster in china strategy is also a new subject; The relationship between the regional economy and the industrial cluster is not given enough attention still, even has not been researched in empirical view. The field is not easy to recognize for the scholars also. The article constructed the empirical framework of the relationship between the industrial cluster and the regional economy with past data.The theoretical and empirical study of this thesis revealed that regional development policy should endeavor to cultivate industrial milieu. This idea shed s a new light on making regional development policy when many local governments pay attention to attract investment only by preferential conditions, while ignore cultivating industrial milieu and local network.
