Since the Open up and reform, China' private economy, from nothing to grandiose scale, has been on of the most active factor in the socialist market economy, revealing a strong vitality, and it is gradually holding the balance of national economy for its great contribution to economic growth in the past 20 more years. Accordingly, different developing models of private economy were boosting in a great bloom, with a great varieties of patterns and severe competition. However, this competition leads to no result, and at this external and internal background, the original developing models of private economy are depreciating in an acceleration, it is necessary for continuous prosperity of private economy to keep pace with the time and make incessant innovation. It is most important for Wuhan's private economy to explore and follow the developing rules hidden in China private business operation, on the basis of which find the essence of evidence for Wuhan's private economy can be provided.Based on the above background, this dissertation, through a multidimension contrast between typical natures, foundations and the system and behavior of private business and the behavior and functions of government in private economy development, discloses the essential features of private economy development models. Taking the experiences in these models and analyzing the problems in it, a new developing model appropriate for Wuhan's private economy is proposed to construct in the macro economy, medium economy and micro economy. On the principles of integrated model of growth, clustered industry, mixed stock right, branded marketing, the structure shall be transformed from "Government-Market or Enterprises" in the past to "Government—Midium organizations (medium service system) -Market or Enterprises" in future. The concrete developing model shall be chosen according to services from the government and the non-governmental commerce associations, its own advantages in resources and accurate market orientations. In addition, a supporting system shall be established to ensure effectiveness of the private economy in the policy, finance, technology and system.
