The Study On Project Management Approach Of Urban-Infrastructure

City infrastructure is an important part of national economy and social development. It is also a basic factor for realizing modernization of cities. As fundamental materials conditions of national economy increase, city infrastructure should keep the same increment with output of economy. At present, problems like lagging of city infrastructure development and shortage of investment etc. have exposed increasingly, one of the key reasons for which is the low efficiency of the project construction models.This paper explains the concept, development circumstances and its marketization operating background of city infrastructure. Meanwhile, it bases on the present situation of city infrastructure in our country, focusing on the background operated by marketization and analyzing systematically the development and changes of various construction models of city infrastructure project.The paper analyses overall the concepts, structures, operations and characteristics of project construction models like BOT, PFI, POP, TOT and so on, based on which it carried on a comparing analysis of each project construction model from two angles of longitudinal and transverse. Besides, this paper also explores the application and characteristic of two kinds of international latest construction models for city infrastructure project—the model of system constructed by extending credit and the model of DBO. Furthermore, it researches to the legal problems of project construction models for city infrastructure. Therefore, the paper has meaning of theory and practice extremely.In addition, this paper firstly builds a relatively complete audit system for city infrastructure project, taking the principle of relevant laws of China and using the audit convention of international project for reference. At the same time, it puts forward some suggestions for the weak segments in the audit practice.At last, this paper takes a demonstration analysis of model application of DBO in Shenhua Tianjin Nanjiang Coal Terminal project and BOT in Chengdu B Factory of 6# Waterworks project.
