Entering the 21st century, we have seen an increasing market competition ferocity among domestic banks, and a declining market share of state-owned banks. The Chongqing Branch of the Industrial and Commercial Bank of China (ICBC), the largest state-owned commercial bank in Chongqing area, has been paying constant efforts in reforming these years, though, the situation stays unchanged, where it remains big but not strong, without a large profit earning capacity. The main reason lies with the neglect of nurturing core competence. Thus the Chongqing Branch must place stress on the building-up of core competence to gain strength.This thesis generally introduces the three stages of the establishment of the core competence theory, along with its origin, and expounds the core competence of enterprise. Combining the different understandings at home and aboard, it draws six definitions for core competitiveness, and on which basis, make a deeper analysis to put forward the definition and characteristics of banking core competitiveness.On the basis of a large quantity of data and material, the author analyzed the social and economic background, as well as the current performance and competitive power of the Chongqing Branch. This thesis finds that the Chongqing Branch has obvious defects in the organizational structure and culture, the incentive mechanism, the operation process, and the human resources management. In accordance with the conditions of the Chongqing Branch, it suggests building up the core competitiveness of the Chongqing Branch step by step, and with priorities focused on. That is to center around the crucial and the pressing fields in the core competence building-up, while retaining and strengthening the fields where it possesses competitive advantage. Accordingly, specific suggestions are proposed.The research of the core competence in state-owned banks is fairly heated now, yet, scarce light being thrown on that of the1st-level branches of state-owned banks. This thesis emphasizes the utilization of theories in the analysis of and the advice about the core competitiveness of the Chongqing Branch. With concrete, well-directed and workable suggestions, it is of some value for reference and guidance in the reform of the Chongqing Branch of ICBC.
