First to construct allocation system which matching property administrative and financial; The second to define range of county basic financial guarantee and to confirm the standard of payment; Third, to develop county economy ,to strengthen hype level of county finance itself digging and to provide their own safeguard ability; Fourth, to perfect the government's transfer payment system especially strengthen construction of transfer payment system under provincial level and to make it reasonable in design transfer payment standard. By the implementation of these measures, the county level basic financial resources consist of itself financial and standard transfer payment, which to ensure the supply of the basic county financial and to ensure county government provide basic public product and the public service to the public effective.
