A Research On The Government Regulatory System Of The Telecommunication Industry

With the gradual improvement of China's socialist market economic system and the rapid development of the telecom market, the competition of the telecom market is becoming fierce and the market structure is gradually changing from monopoly to competition, whereas the process of change is inseparable from the appropriate government supervision. Thereby, it becomes our first priority to speed up the reform of telecom system and to establish a fair, efficient and transparent regulatory system for telecoms by exploring the system environment for telecom industry, conforming to the development trend of telecom industry, adapting to the advance of telecom technology, combining the realities of the telecom industry.This article firstly introduces the concepts of telecom regulation and the telecom regulation theory as well as its development status. Combing with related theories of Economics and Institutional Economics, this article gives an in-depth study to institutional environment, ownership structure, regulatory bodies and their functions, market structure, competition situation, development trend of China's telecom market. The author finds many questions such as"Multiple agencies, double targets"of the regulatory agencies,"government-enterprise alliance", the fatigue of the telecom policy leading the telecom operators to vicious competition and the imbalance existing in the telecom market structure. On this basis, according to China's institutional environment and the actual situation, this article put forward some policy proposals for China's telecom regulation including promoting innovation of regulatory system, improving regulatory system and enhancing the effectiveness of regulatory policy, and then taking the price control policy, access regulatory policy as examples to demonstrate the feasibility of these proposals.The greatest feature of this paper lies in the analysis of the special industry environment and institutional environment of China's telecom industry, amending the goal of telecom regulation to"under the premise of maximizing the self-interest of'policy-regulation integration', pursuing to maximize the interests of consumers."And grounding on this goal, this paper adopts the gradual reform model, achieves self-innovation based on public interests, and is supported by empirical research to make the goal more in line with the actual situation of China's telecom reform.
