Research On Sustaining Development Of The Coal Resource-based Cities

The coal resource-based city was started from the developing process of economic and society. When they are rich for the coal, they have to face the challenge of coal exhaustion and environment exasperation. So it is a practical problem what we have to face now that how to make a sustaining programme to develop at the time of constructing the coal resource-based city in the future.Now this paper used Datong city, Shanxi province as an example to make a research on the lasting of economic, economizing resource, protecting the environment and harmonizing the society. And we reach some conclusions below.1 The resouce in Datong is very inconsistent with the pattern that the city relies on resouce deeply so we should design a good plan for the future early. The coal in Datong city mainly belong to Jurassic and carboniferous type. The former can be exploited for less than 10 years. Although the latter has big reserves, it is difficult to forecast the carboniferous coalfield because of its depth, mining cost, safe hidden trouble, and market prospect and ecology effect. The economic patern that the city relies on coal wholely exist risks.2 The structural environmental pollution in Datong which formed in a long time can not be ameliorated in a short term. The environment in Datong deteriorates obviously. However, the proportion of discharge of main pollutant to GDP is very high and unstable with the coal industrial pollution evident. The emission stretchable coefficient of main pollution such like SO2, COD and waste water is unstable and it is very pressing to prevent and cure the pollution.3 Now the Datong city is facing a lot of problems wating to be solved. Many factors challenge the lasting development like heavy-laden coal corporation, safehidden trouble on the workers in the well and frequent alteration of practitioners.4 Aiming at the resouce exhaustion, environment exasperation and increasing social pressure we should find a essential outlet to lasting development on the basis of industry. The revenue tax of coal industry has taken up 37.5% in the GDP and the practitioners took up 12.1% in 2007. The coal processing take a percentage of 50% above. From this we can see coal industry is economic mainstay industry in Datong city. At present the high quality drive coal has limited reserves. At the same time the exaustion of coal resouce decides we can not rely on it muchly. So we should do the jobs bellow well. First, we should increase to prospect coal recourses to win time and money for the sustaining development in the future. Second, we should make the manufacture process to improve the utilization ratio. Third, we should actualize the industrial transformation by making the best use of the abundant coal resources and tourist resources and to develop the substitutable industries which will be turned into the new economic increasing points. Fourth, we should improve the environment and make the people's life better. We should recover three wastes integratively and make an effort to improve the concentrated heat addition area. Fifth, we can start with changing our idea by making use of cultural and educational advantages in datong city. Then we can actualize the sustaining development in Datong.
