Chinese Green Public Budget System Construction Research

With economic development, there are more and more problems concerning energy construction, thus energy conservation is more necessary. From the prospect of long-term economic development, the sustained growth, optimized industrial structure adjustment, improvement of energy efficiency, emissions reduction have become the consensus of all countries. Therefore, the study of giving full play to the regulation of public budget system is undoubtedly of great theoretical and practical significance.The research came up problems concerning compilation, execution and supervision that go ill with the construction of energy conservation and emission reduction system while it's study in China's current budget system. The research, analyzed and studied the country's public budget system, combining the public budget experience of other countries, put forward initial ideas for budget system construction so as to promote the advancement of national energy conservation. Based on the theory and application of it's function, in this paper , the green national budget system promote the cause of energy conservation and emissions reduction.The overall framework of the article is three parts, the questions, analyze problems and problem-solving. In general, it talks about the public budget system of green budget system. This paper has six chapters, the first chapter is the introduction. It introduces the research background, purpose , meaning, ,research methods and ideas at Home and Abroad. The second chapter is the theoretical analysis of the construction of green public budget system. Mainly from the theoretical analysis, it based on the theories conducive to energy saving and the public budget cutting, introduced the theory relevant low carborn economy and the circular economy.Chapter three mainly analyzed the necessity and feasibility of the construction of green public budget system.China currently has a foundation and conditions for building public budget system which is energy seving and environmentally-friendly.The fourth chapter anaysized the problems in the public budget system which is not conducive to energy saving, containing shortages in the following aspects: public budget revenues and expenditures, and public budgeting, public approval of budget execution system and the existence of monitoring systems.The fifth chapter is drawing foreign experience from the developed countries on green public budget system.The sixth chapter is the focus of the whole reserch,its contains the methords to improve the public revenue system, optimize the system of public budget expenditure, improve the green perchase system, improve the supervision mechanism and establish green public budget performance evaluation system.On lots of related reading, investigation and analysis, this paper adopts rules based on combining analysis and empirical analysis, combine theory with practice, qualitative analysis and quantitative analysis method, etc. In this paper of concrete research process, research methods mainly depends on the research topics and research purposes, various research methods mutual simultaneously, bring out the best in each other. This paper mainly embodied in the innovation points in general topic novel, which makes up for the lack of domestic public budget system.
