Japan was China's biggest trading partner from 1992 to 2003, and it had beenalways one of the three major trading partners of China until the end of 2009. Characteristics of Sino-Japan container transportation route result inintense competition in Sino-Japan lane, such as short transit time, big volumedifference between slack and peak season and long-term capacity surplus etc. So linercompanies use negative rate as the most powerful tool to seize shipments in themarket which leads to malignant competition. This approach also brought seriousdamage to the healthy development of the Sino-Japan lane. In order to solve this bigproblem and regulate shipping market, Ministry of Transport issued "Announcementof Ministry of Transport No. 20, 2009".The announcement prescribed comprehensiveimplementation of international container liner freight filing system since 15th June2009.This thesis stated development and current situation of Sino-Japan lane, thenfound out and analyzed reasons which caused long-term chaos on market freight indifferent viewpoints. The United States freight filing system was analyzedcomparatively based on the interpretation of international container liner freight filingsystem newly issued. Combining the reasons of Sino-Japan lane "negative freight",this thesis analyzed the principle of container liner freight filing system deeply andexplained the mechanism of regulating liners ocean freight accordingly in the market.The article points out that the key point of new tariff filing system lies in theefficiency of verification and supervision mechanism. The article builtHerfindahl-Hirschman Index model to analyze and infer the time when potentialunfair competition happens and "negative freight" used. It is helpful for investigationorgan concerned to get useful information about abnormal fluctuations on the marketrate level. At last, article suggested building prestige index model by quantizing andevaluating long-term continuous verification records of liner companies. All thesegive investigation organ good reference and pre-alarm.
