Enterprise efficiency is the most important index of the competitiveness. Fromtwo different angles,we analyze and assess the efficiency of sample service outsourc-ing enterprises in Beijing. One angle is the efficiency of static state, the other is theefficiency of the dynamic changes. In the static analysis,we use data envelopmentanalysis (DEA) to measure the technical efficiency and scale efficiency of enterprisesunder constant returns to scale (CRS) assumption and variable returns to scale (VRS)assumption. We also use stochastic frontier analysis (SFA) to calculate the techni-cal efficiency of the sample enterprises. In the dynamic analysis, we first calculatechanges in the efficiency of simple enterprises from 2008 to 2009. Then,we com-pute the correlation coefficient between these three kinds of changes of efficiency.Finally,we analyze the changes in total factor productivity of sample enterprises from2008 to 2009.The results show that, the overall technical efficiency level is not high enough.The difference of technical efficiency and scale efficiency is also relatively largeamong service outsourcing enterprises. Most of the inefficient scale enterprises stayin the state of increasing returns to scale. Further analysis also found that, technicalefficiency change under CRS assumption and two other efficiency changes are pos-itively correlated. But technical efficiency change under VRS assumption and scaleefficiency change are negatively related. In addition, the total factor productivity ofsimple enterprises in 2009 is lower than that in 2008.
