Telecom companies are in the voice changes to the content transformation, management within the enterprise has undergone tremendous changes, but in the enterprise management play a key role in the comprehensive administration is still in a position currently unknown, unclear, staff unsystematic selection situation. How to optimize the integrated management positions and personnel selection mechanisms set up to meet the needs of enterprise management, the telecommunications company solved the issue.In this paper, a comprehensive management positions for enterprises and personnel selection situation as a starting point, via the introduction of integrated management of enterprise-related concepts, including the organization of work motivation and organizational structure, the concept of integrated management of enterprises and the role of a company facing internal and external environment, development and change management models, especially the integrated management of the current positions and personnel selection setting a detailed analysis of the current situation. Through the integrated management of the new situation to smooth out functions in order to clarify the misunderstanding on the integrated management, conducted a comprehensive set of optimization of management positions; and in accordance with integrated management functions and features to build a comprehensive quality management positions in the core competency model, and finally the use of Personnel Assessment theoretical framework, design a comprehensive selection of optimal management positions in human resources programs and tested.Through the test results above, the following conclusions are depicted: the integrated management positions as a function of wealth, requiring comprehensive key posts should be set targeted, and employing scientific evaluation and selection approaches; integrated management positions as an universal strong work, positioning in the implementation of enterprise management strategy plays an important role in Chinese telecommunication companies from a company. The integrated management positions and personnel selection guidance are learned from practical concepts and methodology, composites with real business situation, and the design and application of integrated management of post core competency model, talent evaluation and selection methods to enhance the core enterprises'competitiveness.
