This study relies on the"curse of resource"hypothesis and"Genuine Saving"method, to research the relationship between energy stratagem and Economic Persistent Development of Xinjiang. As an important energy area of China, Since the reforming and opening of China, especially in the past two decades, the Energy mining represented by the petroleum, natural gas and coal becoming the pillar industries of Xinjiang. But it is inevitable that the development of Xinjiang will come to depend more and more on energy industry.After comparing the ranking of energy yield and GDP growth of Xinjiang in China, we found that the two on the contrary. Does that herald"curse of resource"influence Xinjiang?This article uses the econometrics method to analysis the relation between energy industry and economic development of Xinjiang. The result showed that energy industry has restricted the development of economic. Later , we analyzed the transition mechanism of"curse of resource". Energy industry had different influence on human capital, industrialization, Import and export and physical property. Then restrain the economic development. Besides, its effect factor covering policy, location and institution.And then, we used the"Genuine Saving"method to discussed the trend of Xinjiang's Genuine saving rate(GSR). We found that since 2000 GSR of Xinjiang reduced gradually, Starting from 2005, it became negative. It shows that the Economic Development Model of Xinjiang isn't sustainable. Human capital and environment factors are the main causes to lead Xinjiang's GSR decreased. Behind these factors, the factors of simplification and low grade of industrial structure are also influence the GSR.For the influence of energy industrial to economic development of Xinjiang, the paper proposed corresponding measures from policy, institution, industrial structure and human capital. The author's opinion may not ripe and still lack of effective measurement tools, but I wish after similar discussion, we can find a healthy development model for energy industrial of Xinjiang.
