Innovation is the source of the critical element and power in the sustainabledevelopment of a country. It is also the core element of continuously improvement ofa nation. In 2006, President Hu Jintao proposed the great strategic arrangement ofdeveloping an country of innovation. While establishing a business is a process ofpracticing innovation, which can test and develop innovative achievements. Thecollege students are a specific group of them. The college students in present era arewell-knowledgeable, with wealthy expertise and strong ability to innovate. Theyprefer to made decisions and control their lives by themselves. On the other hand, it isa tough social problem now for the college students finding a proper job position.Thus, making them establishing a business, using the new business to solve thejob-hunting problem are important methods of relieving the employment pressure.While the most difficult problem is collecting money for the college students whowant to establish a business. Therefore, one of our critical works is to publish andadjust related policies, to help students solve the problem of collecting money, and toincrease the success rate of establishing businesses.In this article, the comparative analysis methods are used for the policies at homeand abroad. And analysis results and suggestions are given in this article based on theactual situations in our country. At the same time, census of the policies isinvestigated for the students establishing a business in Tianjin. First, 300questionnaires are given to the fourth-year students in 6 universities in Tianjin. Thisquestionnaire includes the willingness of establishing a business, the knowledge ofpolicies and what the university did for helping those students. Second, 8 graduateswho has established their own business were interviewed. At the same time, therelated government departments and 7 banks in Tianjin are also investigated. Basedon plenty of investigation and analysis, this article analyzed the reasons for actualproblems and points out some suggestions for policies from three aspects ofgovernment and financial association, university and society. The government andfinancial association should develop and adjust the policies for loaning small amountof money. And at the same time, they should establish scientific financial system andimprove the service framework. The university should build the evaluation system forthe students. And they should use the good relationship between the university and thecorporations with alumnus to set up foundations for the students. The society should offer a good environment for the students gradually. And the successful alumnusshould instruct the students who want to establish their own business.
