At present, China is in the economic development of the construction period, to achieve breakthrough scientific research, for walking in certain areas in the international forefront of scientific fields in the world to enhance our core competitiveness and sustainability , the Government invest huge amounts of money to build large Science and Engineering project. After full verification by China every year, a number of big science projects, that huge investment, large scale, long period, large-scale multidisciplinary research projects will be set. These projects are of great scientific significance, the results will be of great originality, so that our country can have a place of international science.By analyzing the characteristics of national science projects, and the present situation of the cost and progress management , I have established a set of big science projects for complex cost estimation model according to U.S. PMBOK, and based on VBA MS Project for secondary development, developed a cost estimate module to make it suitable for large scientific projects with cost estimates feature, combined with MS Project cost management features, people can manage the cost of big science project efficiently and accurately.There are several kinds of appraised tools on project process ,they are all important, and have good application.With the greatly scientific project character, I focused on the Monte Carlo simulation method, compared the CPM technique, PERT techniques and Monte Carlo method in the evaluation of the merits of the project progress,finaly used Crystal Ball software to establish the Monte-Carlo simulation model, and transplanted this model to MS Project. Then carry on the forecast and the optimization to the background project"Shen Guang -Ⅲ"progress, guaranteed that the project can finish as scheduled. By using the Monte-Carlo model, this complex difficult quantitative analysis work becomes simple convenient, and the result is more accurate reliably. Application of the results showed that: Using Crystal Ball software to build the Monte Carlo model, the output is abundant , it is an effective tool to analyze and optimize the project schedule.
