Research On The Supply Modes Of Shenyang Low-rent Houses Based On The Perspective Theory Of Multi-center

Low-cost housing is a kind of urban public goods, whose effective supply has great significance for the achievement of "Home Ownership" program. It is also an important means to promote the harmonious development of our society. Multi-center governance theory is the new one emerging in the field of public management research. It conducts different governance logic for public affairs from bureaucratic administration. The Maximum value of multi-center governance theory in governance reform of the government is that it breaks the single-center style of government, instead of which is the construction of the government, market and civil society under the framework of multi-center governance model. Multi-center administrative system has the great advantage of solving social problems. The multi-center governance theory has provided a new thinking for the analysis of low-rent house in China.The problem to be solved in the paper is how to optimize the supply of low-rent house, a kind of public goods, making use of the multi-center governance theory. It takes the circumstance of low-rent house in Shenyang for the instance to give in-depth analysis of the low-rent housing supply problems. The total amount of the supply of low-rent houses is not high. The amount of security funds is not enough. It further analyses the reason causing the problems, mainly including that local governments are not enthusiastic, the market mechanism fails to function, third-party's participation is insufficient, etc. Meanwhile, on the base of the analysis of real environment, it gives the multi-dimensional model of urban low-rent houses'supply trying to learn the multi-center governance theory.
