Research On Local Financial Risk Problem Of The Province Of LiaoNing

The development of economic of our country has made remarkable achievement since the reform and opening up, the comprehensive national strength enhanced obviously, international status markedly improved. Finance has made great contribution for promoting the resource allocation, adjusting the economic development, but meanwhile it also pay a certain cost, increasing financial difficulties, financial deficit and the national debt scale enlarges unceasingly, especially in the tax-distribution financial system today, some local governments in debt, financial operation condition concerned. The government has clearly put the requirement of "must be serious vigilant and guard against financial risk". But compared with the practical requirement, the frame construction of the prediction for local government financial risk and the prevention system is still in the fuzzy state now. There is not the evaluation mechanism and risk prevention mechanism that is completely adapt to the local development, especially in the province of Liaoning which is in the Northeast stage and economic development is relatively not very speedy, it is very necessary to study the calculation of the province.Based on the study of frame is divided into five chapters, the author proposes the introduction about local financial risk problem of the research background and significance, the research methods in full text and main frame structure and related literature review. Chapter 1 briefly elaborated the relevant theories of financial risk. On financial risk the definition and generate path, positioning simple introduction. Then against financial risk management theory are explained, in risk management aspects should pay attention to several aspects. Finally, it introduces the definition and local financial risk classification, for the following paper do necessary action. Chapter 2 aims to introduce the local financial risk assessment system, based on measuring international popular risk index system of Liaoning province is introduced to determine local financial risk evaluation coefficient. Chapter 3 combined with actual situation to carry on the index calculation of Liaoning province, and through the calculated result in Liaoning province, the existing problems, and put forward financial status analysis form the financial risks reasons. Chapter 4 aims to introduce the world on guard against and dissolve the financial risks practices for preventive defuse financial risks in Liaoning province where the countermeasures to enlightenment analysis. Chapter 5 according to risk causes, separately from solving the risk of government revenue and expenditures, debt risks perspective, puts forward relevant defuse financial risks and measures.
