With rapid development of domestic and international tourism industry, competition of tourism markets became more and more vigorous. It is the key of stably occupying tourists with certain quantity and quality to guaranteeing sustainable development of tourism industry. Thus, the study on tourist source market is an important part of tourism comprehensive development.At the present, tourism industry has already became the prop industry of economic development in Shanghai. As the leading city of national tourism industry and the typical representative of business tourism in our country, how to reply the vigorous market competition for Shanghai is not only relates to the sustainable development of Shanghai, but also gives reference for other cities.The paper takes foreign tourists market of Shanghai as the research subject. On the basis of statistic materials about foreign tourists survey and other statistic information about exiting conditions, analyzing the general characteristic of foreign tourist market of Shanghai, the primary factors which influence foreign tourist market, demographic characteristics, behavioral characteristics of tourists, etc. Then using the gray prediction model predict the number of foreign tourists in next 5 years of Shanghai based on the exiting statistical data; finally, the study proposed by the Shanghai foreign tourists on the basis of the market positioning and developing countermeasures.The obvious characters of Shanghai foreign tourist market are: no obvious travel season; on the spatial scale, the index of geographic concentration of foreign tourist tends to spread; it is obvious of individual trend in foreign tourist market; it is unreasonable of consumption structure of foreign tourist market in Shanghai; it is high of the satisfactory index; using the gray system model and testing the impact of external factors, predicting the number of foreign tourists in the next 5 years; and in the final, using the competitive state model to analyze the tourist source market and find that those tourist source countries in South-East Asia are not only potentially, but also increasing the market share, besides this, the Taurus Market which embraces the US and Germany developing stably.At last, the paper proposes the markets enlarging strategy, tourism image strategy, brand strategy, selecting and fostering outstanding tourist source market, regional integration strategy and tourism promotion strategy on the basis of above analysis and combining with the tourism resources and market characteristics of Shanghai; then proposes the specific measures on the study of foreign tourist market, those are: optimizing the traveling consumption structure of foreign tourists in Shanghai, improving the foreign exchange; effective promotion according to the situation; further improving the soft environment for the city and encouraging Shanghai local people as good host, and so on.
