Preliminary Analysis Of The County Economic Development Of Tongliao, Inner Mongolia

Abstract:"Peace and richness will reign over the whole country if all the shires and counties are well administered". Since the administrative system based on shires and counties was adopted from Qin Dynasty unifying China, county, as a basic administrative unit, has been inherited to today. County economy acts as a significant part in the whole national economy and makes substantial contribution to the development of national economy. The 16th Communist Party Congress deliberates "strengthening the county economy" for the first time. The 17th Communist Party Congress further stresses "concentrating on increasing farmers' income, developing Rural enterprises, and strengthening county economy". In the background, promoting the development of the county economy, especially in the minority areas, plays a vital part in the local and even the national political stability and economic boom. It is also an important task of applying the Scientific Outlook, promoting the coordinated development of urban and rural economy, and building a moderately prosperous society in all respects. Tongliao, located in the eastern part of Inner Mongolia Autonomous Region, its economy has developed rapidly since entering a new century, but the development of county economy is not balanced and the difference is large. This article attempts to explore how to both develop the provincial economy using the resources superiority reasonably and maintain the ecological environment through the synthetical analysis of Tongliao's economic development.By the end of 2008, the county population has taken up 70% of the national population, and the county's GDP has occupied more than 50%of the whole country, which occupies lager proportion not only in the scale but also in the economic output. The county economy takes the administrative county (including county-level city, shire and so on) as the area coverage, the county independent finance as the symbol, the city as the center, the village and town as the link, the countryside as the interior, and the relation between the different-level economic factor as the basic structure. The economic system, which displays the integrated function through the bidirectional feedback of manpower, commodity, capital and information, is the administrative regional economic concept and national intermediate perspective level. From the connotation, this concept reflects three characteristics of our county economy:First, embodying three-dimension Structure during the transition period of Chinese economy (city, town, and village); Second, embodying the dual-structure contradiction of the Chinese traditional economy (mainly in the urban and rural areas); Third, embodying the core problems of the county economy --- "Three Rural Issues"This article analyses the county economic development of Tongliao, Inner Mongolia Autonomous Region, using the methods of unifying the vertical analysis and the dynamic analysis, field investigation and comprehensive analysis.Based on this indicator, this article is mainly divided into four parts:The first part introduces the general situation, characteristics and significance of our county economic development, and then further introduces the practical significance of studying the county economic development of Tongliao, Inner Mongolia Autonomous Region.The second part introduces the basic situation of the county economic development of Tongliao.The third part specifically analyzes the factors that restrict the economic development of Tongliao. From the historical judgment and reform and opening up, there are influences of the historical culture and the economic structure, technical backwardness, low quality of the labor force, and the most important are poor economic strength, unreasonable economic structure, fund shortage, deficient investment and so on.The fourth part puts forward some countermeasure of the economic development of Tongliao. As a typical economic development area, which is changing from agriculture and animal husbandry to industry, facing the new situation and condition, it comes up with many proposals about how to implement and realize the policies of our country and autonomous region, display the local superiority, promote the sustainable development of the county economic society.
