Analysis Of Efficiency Of The Cultural Industry In Henan Province

Cultural industry is known as a sunrise industry in the 21st century, which more and more countries regard as a strategic industry to improve comprehensive national strength for its unlimited growth potential. Analysis of the industry is more and more concerned by theorists. Most of the analysis of culture industry is qualitative investigation including policy and content and so on, and there are fewer quantitative analysis using economic model. This article hopes to use the data to speak, therefore choose to analyze the development of cultural industry in Henan Province based on data envelopment analysis (DEA). The efficiency is an intuitive index which can reflect the utilization of resources and the condition of input and output during the production process. Analysis of the efficiency of cultural industry can fully reflect the utilization of resources and the output effect of cultural industry, which has directive significance to the sustainable, healthy and stable development of cultural industry in Henan Province.In this paper, the concept of cultural industry mainly refer "Culture and related industries in the classification" defined by the National Bureau of Statistics in 2004, in which cultural industry is defined as providing the public culture, entertainment products and services, activities and the activities associated with the collection of activities.This article choose quantitative analysis to analyze the efficiency of cultural industry in Henan Province based on the data envelopment analysis(DEA), and it is differ from most qualitative investigation. First, we talk about what is culture industry and analyze the situation of cultural industry in Henan Province; secondly, we put forward some methods to evaluate efficiency; select DEA as our method by contrast, and we make a specific description of the DEA model we chose. Thirdly, there is a demonstration analysis of the efficiency of cultural industry in Henan Province based on the data envelopment analysis (DEA); we choose constant returns to scale model and change returns to scale model. In this part, we analyze the efficiency status of cultural industry in Henan Province and give some reasons based on the model. Finally, there are some feasible and operable countermeasures and suggestions with reality after the demonstration analysis. The corresponding conclusion obtained after the demonstration analysis below:1, the development of cultural industry in Henan is in middle or lower level in the national ranking. The absolute value of the inputs and outputs are neither high, and the scale of culture industry in Henan province is small.2, the efficiency of the culture industry in Henan province in still DEA invalid as of 2009, and the main reason is input redundancy.According to the analysis above, the development of cultural industries in Henan Province should focus on the structural reforms; to strengthen the integration of the use of existing cultural resources; improve resource use efficiency, attach great importance to cultivation of talents, and open up investment and financing channels. Cultural enterprises should adopt a modern enterprise system, and adhere to the principles of group development.
