Since developed countries gradually began their service economic era in 60s of the 20th century, the global service economic pattern has already formed. With the in-depth influence on China's economic of reform and opening and globalization, more and more Chinese service enterprises start up their internationalization. In this context, actively developing research on internationalization of Chinese service enterprises to find out what factors are critical and provide theoretical guidance and help for them will be of very important meaning and value.The significant characters of service determine that human of service enterprises have crucial impact on their product——service. Therefore we consider human capital as the most important resource of service enterprises. In this study, based on the resource-based theory, enterprise competence theory and internationalization theory, according to the research framework of "resources-capabilities-enterprise performance", we study the relationship between Chinese service enterprises' human capital and the degree of internationalization, taking organizational learning as a mediator.In our study, the degree of internationalization includes two dimensions:the depth of internationalization and the breadth of internationalization. After detailed literature review and analysis, we point out 7 hypotheses in all. Our study takes 161 international service enterprises in Jiangsu province as the sample, using correlation analysis and regression analysis to test the hypotheses. Finally, we analyze and discuss the results of empirical study.According to the results of empirical study:Chinese service enterprises' human capital and organizational learning both have significantly positive influence on the degree of internationalization, including the depth of internationalization and the breadth of internationalization. Human capital has significantly positive impact on organizational learning of Chinese service enterprises. The relationship between Chinese service enterprises'human capital and the depth of internationalization is fully mediated by organizational learning. The relationship between Chinese service enterprises'human capital and the breadth of internationalization is partly mediated by organizational learning.
