Land is an indispensable precious property to human society progress as it is the key material foundation of human survival and development. The developing of land resources and its utility as well as its balanced level reflects the economic development scale and level of a country or region; meanwhile, it is also one of an important symbol of measuring the balance development of a region. In view of this, this paper illustrates the content, the basic idea and evaluation methods of sustainable use and development of land with currently most authoritative methods of measuring sustainable development in the world, which is the ecological footprint, combined with other relevant theories. The basic concept of ecological footprint was described systematically in this paper, combining the guiding ideology of the theoretical and empirical analysis, qualitative and quantitative analysis, using EXCEL, SPSS and other software deeply analyzed the status of ecological footprint of land resources in Sichuan Province, and makes an objective evaluation on its sustainable utility.The results were reached through the dynamic degree of land use in Sichuan Province as below: there are 6 types of lands, in which,areas of cultivated land were significantly reduced, and the annual change rate was 0.85%.Forest, construction land, and water areas were significantly increased, annual change rate respectively was 4.24%,0.77%,8.74%.And there were little changes in grassland areas, the annual change rate of which was equal to 0. Via to analysing the dynamic changes of ecological footprint in 2009 and from 2000 to 2009,we reached the results:the model of sustainable use of land resources was in an unsustainable state in 2009, Sichuan Province.And the per capital of ecological footprint increased from 1.082107 hm2in 2000 to 1.698024 hm2in 2009, which increased nearly 1/3; and per capita ecological deficit increased from 0.659412 hm2 to 1.264317 hm2, nearly doubled. The results show that the model of land resources use is in the unsustainable state in the past ten years.At the same time,the ecological pressure is increasing.In addition, this paper also evaluates the level of sustainable utilization of land resources in Sichuan,in compare with other economic models which related with ecological footprint. And the results show that, although the use of land resources was under the absolute eco-pressure in Sichuan Province, but the output of per unit of land and the the efficiency was increasing, and the utilization of land was moving to the intensification direction, which means that the sustainable development of the land still has some potential.Combining above analysis, this paper proposes some policy suggestions which would alleviate the ecological deficit in Sichuan Province as follows. Firstly, control the population growth strictly in order to reduce ecological footprint pressure; Secondly, establish the basic farmland protection system and improve the ecological carrying capacity of arable; Thirdly, build land ecology and environment, improve the environmental quality of land; Fourthly, strengthen land management, improve land supply and demand mechanism; Fifthly, handle the relationship between agricultural land and construction land correctly, establish intensive policy of land use; Sixthly, establish and improve laws policies,ensure implementation of land use planning reasonably.
