Study On The Quality Management System Of Security Housing

Urban Low-income residents are the main groups who must face the housing problem. Because there are significant gaps between income growth and housing prices (or housing rent) growth, without government aid, It is difficult for middle low-income, particularly Low-income residents to buy commodity housing to achieve the ideal of "Home ownership" and "appropriate residency". An effective way to solve the housing problem is that government provides certain quantity and quality of housing directly or indirectly.Since the construction of affordable housing, It has been largely solved the housing problems of low-income families, improved the housing security system, promoted social harmony, which has positive significance. But at the same time, the construction quality problem happened frequently, which has reduced public confidence of government, harmed the interests of housing residents. This paper makes an in-depth discussion about the quality management system of Security Housing. It consists of four parts:The first part:the analysis of features about the quality management system of security housing. On the hand, this part defines the concept, characteristics of affordable housing, and through the analysis of the theory about public goods, it makes a conclusion that security housing has public goods characteristics. On the other hand, through the general analysis of theory about system, Combined with the theory of quality management, it comes to a conclusion that quality management system has system properties.PartⅡ:the analysis of quality problems which happened in the process of security housing construction. Fist, this part analyzes the factors and their extent of impaction about the quality of security housing; Second, It has an analysis of quality problems which happened in the process of security; finally, it summarized the reasons of the quality problem which happened in the process of security housing construction:there are five incardination between the public goods characteristics of security housing and the policy about these characteristics and security housing construction quality.PartⅢ:the construction about the quality management system of security housing. Based on the five incardination above, this part proposes some countermeasures to solve the quality problem. That is to construct the quality management system which suites to security housing quality management features at present. The part studies quality management system of security housing as a system, the system consists of three subsystems:there are Organization System, Method system and Program system. Organization System analyzes the functions of main quality participants in security housing construction, and how to maintain positive interaction, the coexistence of excitation and constraint; Method system proposes the quality management methods of main quality participants in security housing construction through the analysis of the theory about quality management methods; Program system includes the procedure of management in pre-construction, management in construction, management after construction, and combines the quality information management, quality assessment mechanism.PartⅣ:evaluation about the quality management system of security housing. First, this part designs evaluation index system about the quality management system of security housing, and establishes the evaluation criteria of each index; second, uses the AHP to determine weights of each index; finally, establishes the evaluation model about the quality management system of security housing through Fuzzy Comprehensive Evaluation Method, and makes a evaluation conclusions through the analysis of model and example, The comprehensive evaluation of the quality management system is good, It can be used to the quality management practices of the existing security housing.
