Public holidays from New China founding to now experienced three main stages of change, first is a five-day week of the implementation, secondly the implementation of golden week system,finally is gradually cancel golden week into traditional festival. The third stage public holiday transformation of reflects problems in the process of Chinese policy, Policy making scientific trends, policy decision mode, through policy evaluation to make policy adjustment and policy formation scheme, policy and public management coordination are policy analysis field.The preface part of Paper mainly introduced aticle expatiates the background and significance, summarizing literatures and paper structure.The first part of this paper is the basic data content,Detailed introduction to the content of holidays and its change stage,and tne poliy meaning of holidays is analyzed,As the groundwork for the second part of change background and Policy subject analysis.The second part of the paper mainly analyzed the background of the public holiday changes and each policy subjects,its seems simple holidays arranges buts takes a different policy functions and its value,also includes the interests of each policy subject requirements.The third part of the thesis paper point of research, proposed changes from public holidays to achieve change policy formation process analysis, master Chinese policy produces context process. Papers on public holidays in the fourth part of the transformation from the fairness and efficiency, participation, in order to reflect the policy appraisal of the progressive change with ever change on the later and innovative, policy is new templates.The conclusion of this paper summarizes part, found some questions until later resolved.
