With the rapid development of highway construction in our country, the fixed assets invested by the Operation Groups of Highway is correspondingly increasing quickly. The old type of fixed assets'management is not fit for the delopement of modern enterprises. At the same time, with the fast improvement of network and information technology, enterprises now are facing with the reform of intellectualisation, digitalization and webifying. The competitiveness of an enterprise is closely linked with the the degree of its informationization. To develop a fixed-asset management system, which suits the Operation Groups of Highway and replaces the old hand-crafted or half-handcrafted management system, can solve fixed-assets'management problems effectively and make the Groups manage conveniently, rapidly and accurately, and enhances the Groups'competitiveness.In the phase of requirements analysis, the paper investigats the business process of fixed assets and the management characteristics of the Operation Groups of Highway, and analyzes carefully each Service Module of its management service and determines the cannibalizing and optimizing model. During the phase of system modeling, the passage analyzes kinds of user roles and sets the basic scheme of system modules'modeling. It uses UML (unit mode langue) to build the model according to system requirements and fuctional structure. Requirement modeling establishes a systematic Use Case Diagram, and analyses each role in the system. Structural modeling analyses the systematic static model and dynamic model. A relatively integrated UML model can basically actualize the daily management of each model and each link of the fixed assets of the Operation Groups of Highway, and it completes the Modeling analysis of fixed assets management.The whole paper builds the model of fixed assets management based on UML, and hopes it can lay a good foundation for the following system development.
