A Study Of EU's Aid For Africa In Perspective Of Policy Coherence For Development

Foreign aid is an important political and economical phenomenon in international relation field after the Second World War.Among most foreign aid actants, European Union and its member countries, as the biggest aid supplier in the world nowadays, affect the world foreign aid stream not only in quantity but also in idea. African, traditional sphere of influence of Europe, is long-term considering object and priority aid area of European union and its member counties'foreign aid.In recent years, although European Union and its member countries'foreign aid quantity is increasing to African countries, many problems such as overstaffed institution, low efficiency and foreign aid resource wasted stand out. This not only results in European Union's foreign aid plan to African counties can not carry out on time, but impede African aid-receiving counties economical, political and social development and improvement. These problems and phenomenon cause wide concern of international society.This paper, on the basis of a systematical review of the EU's external aid to Africa, through a totally new observation perspective "Policy Coherence for Development", analyzes and discusses the specific instance of the EU's external aid to Africa based on the discussion of key issues such as the concept of "policy coherence", the system framework and the path to achieve it,The paper is mainly composed of five chapters.Chapter one, as the opening part of the whole paper, elaborates some important issues like the purpose and objectives of the research, the current research status of the topic at home and abroad, the design of framework and adoption of research methods, the definition of some key concepts and explanation of principles involved in the paper and so on.Chapter two is the basis of the study. It summarizes theEU's external aid to Africa in the history.Chapter three, as the focus of the paper, mainly elaborates the related issues like "policy coherence" and the EU's external aid to Africa. Firstly, some basic theoretical issues are described. For example, the concept of "policy coherence", the institutional framework, the path to reach it and so on. Then, the related issues of developing the "policy coherence" in the field of the EU's assistance, combined with the specific instance of the EU's external aid to Africa, are discussed and assessed.In Chapter four, it elaborates the effectiveness and impact of the EU's "policy coherence".
