Migrant workers are a special working group in the process of opening up, industrialization and urbanization in China. They have made great contributions to China's economic construction and social development, in particularly to the development of urban construction and rural development. But due to urban and rural dual economy development mode implemented a long time in China, going-out migrant workers in fact can neither enjoy the appropriate social security to the household registration in rural areas, nor enter the town social security system in working areas. Social security for migrant workers, to a large extent, has become the key issues to social justice being maintained or not, the key issues to social and economic development being healthy and sustainable or not.From the perspective of social fairness and efficiency, this article analyzes the problems in the exists of China's migrant farmer workers social security system.It points out clearly that in period of harmonious social construction, solution to farmer workers social security problem should " firstly fairness, then efficiency", as to say,it should implement social fair as basic principles, adhere to equalization as direction; it should implement "use money to raise source " as point of policy to corresponding financial policy, to combination efficiency and fairness in farmers workers social security system construction, to establish social security system suited for social actual and farmers workers itself features.In the same time, it is necessary to strengthen the reform on the measures of supporting implementing this policy, such as financial decentralization, financial expenditures, and financial transfer payment, and so on.
