Energy shortage and environmental pollution has become the two major issues of China's economic and social sustainable development. Energy efficiency helps to alleviate these tuo probloms, and to enhance the overall competitiveness of the economy. Therefore efficiency has become an effective way and important guarantee to the world's sustainable development in future. But it's inaccurate and incomplete to measure the energy efficiency neglecting of the environmental pollution. Under this background, this paper analyzes characteristics of China's energy structure and deals with the undesirable output with the use of SBM model to provede a comprehensive, systematic and accurate evaluation on China's energy efficiency and the affecting factors.The study shows that China's energy efficiency has a trend of rising after diclinling. The eastern energy efficiency is above the national average level of energy efficiency, the central is almost the same with the national average while the western region's energy efficiengy is lower than the national average. The eastern, central and western regions are in a descending order followed by the anvrage energy of 80.8%,67.2% and 51.2%. In the studying period, Shanghai, Guangdong, Hainan and Hubei have been in the efficiency frontier, this means the efficiency is the best efficiency. Qinghai, Shanxi and Inner Mongolia have the lowest average efficiency. With the contrast of the optimal frontier provinces, the energy efficiency values do not exceed 40%. Most provinces'energy efficiency was in a "first down and then up"trend. This paper uses the coefficient of variation to measure the convergence analysis. The coefficient of variationof inter-provincial shows a trend of convergence. The esatern and western regions were in the trend of convergence, while the central region in a slightly divergent trend.Meanwhile, the paper analyzes the ceconomic strvuture, level of tindustrialization, technological progress, the degree of maketization and the energy consumption of energy dfficicency in the use of Tobit model regression analysis. The study shows that industry constructer conspicuously affects the energy efficiency around the whole China, but most in the eastern area. In the central area the most conspicuous factor can be the industrialization level. In the eastern areas the factors are all conspicuous. Therefore, according to the regression analysis results, this paper proposes some advice like perfecting the energy administration organization, stimulating the energy-saving mechanism innovation, and definitely formulating the energy-saving policies.
