With the popularity of wireless networks and the rapid development of real-time multimedia services, the scarcity of network resources becomes more and more serious. Operators and service providers are facing the new challenges of network resource allocation and pricing, including the relative scarcity of resources, heterogeneous applications, resource distribution and fairness. Network resource allocation should transform the focus from the allocation of resources to the user-centric utility. Traditional network pricing focused on the efficient use of network resources, without considering the user ability to pay, user satisfaction, user's QoS and other factors influence,which leads unfairness.Above all, the thesis introduces the price factor into research of network resource allocation and pricing, considering the premise of guaranteed quality of service, a pricing scheme is proposed based on the utility max-min for fair network resources, which can meet real-time multimedia service types. Through theoretical and empirical research, it is proved to solve the problems of OFC model only meeting elastic applications, as well it can take into account both the efficiency and fairness of utility, solving the problem of fair allocation of network resources from the user point of view.
