Under the integration mode of power system, the first target of transmission planning is keeping the security and reliability of the system. Then the economic benefits can be measured. However, with the electricity market reform, the target of participants is maximizing their economic benefits. So they reduce their investment, and ignore the reliability of the system. It results to the system running on the limit state, and having congestion frequently. Even more happen power outages. Therefore it is necessary to study the relationship between the reliability and economy of the transmission grid, and establish the evaluation model of reliability value of transmission grid.Firstly, this paper describes the methods of evaluating the transmission reliability, and analyzes the applicable conditions of the meghods. It introduces the process of Analysis Method in detail. And it explains the affect of electricity market to reliability. The affect include:the requirements of the user to improve power reliability, increase the risk of the system, increase the market risk of the system. Secondly, this paper introduces the method of transmission planning under electricity market. It indicates the uncertainty of the transmission planning. Then it establishes the model of transmission planning under multi-scene. And it introduces the example of IEEE14 node. Finally, this paper introduces the theory of LMP and analyzes the effectiveness of transmission investment. Then this paper establishes the evaluation model of reliability value by cost-effective method, and measures the reliability value of the plan which is be got in the third chapter.
