Due to its own scale benefit, the transmission and distribution network has a property of natural monopoly. Scientific and reasonable regulation of transmission and distribution price is the key factor influencing the benignant development of power market. The focus problem of transmission and distribution system pricing is how to allocate transmission and distribution network cost between generations and loads. Rational cost allocation model is beneficial to grid company to effectively manage the resource of transmission and distribution network, based on which can provide economical signals for power transmission and distribution company under the condition of the balance of the company's revenue and expenditure.Initially, the paper summarizes the existing methods of transmission and distribution network cost allocation, discussing the advantages and disadvantages, and making analysis and comparation among these methods and applicable conditions. The tariff mechanism and the market mechanism complement each other, different market mechanism matches different tariff mechanism. The paper in accordance with the generations and loads direct exchange market mechanism in future and the transmission and distribution business concentration market mechanism in China, researches on the suitable power transmission and distribution cost allocation model and method.In decentralized trading market environment, power transmission and distribution costs allocation models pay more attention to provide effective economic signals and promote the trade and optimal utilization of power network resources.The model based on Shapley Value of transmission and distribution costs allocation reflects the costs allocation between network consumers in trading market mechanism. It combines with cooperative game theory, the goal of it is to minimize costs generated by active and reactive power flowing through the transmission and distribution lines. The model integrating with nonlinear optimal power flow, using Shapley value to allocate optimal transmission and distribution costs generated by generators coalition and loads coalition. The rationalization of model has been proved by utilizing software systems in 5 nodes and 14 nodes.According to the current power transmission and distribution business characteristics, the core problem of apportion is how to fairly pass all kinds of electric power transmission and distribution cost to users. Due to wholesale power have a large proportion in our country, the paper puts forward a cost allocation model considering wholesale business at a provincial level. The model is based on embedded cost method, improving existing power transmission and distribution costs allocation model at a provincial level. Combining with data from a province in 2008, the paper verifies the improved model has important significance to power transmission and distribution costs t recycled rationally at a provincial level.
