A team leader is directly commander and organizers in the first production line, and is the key role of essential in an organization,and is the implementer of the enterprise's strategy and rules,and their management skills, management methods and management performance directly affect the enterprise overall performance.Therefore the ascension of their management capability and level is enterprise sustainable development of the foundation.A team leader's management capability has an important role for their enterprise.Therefore, this paper bases on county-level power supply company and aims to develop a practical system for a team leader's management capability to promote.It takes the lifting of a team leader management capability as the core. And it use literature review method to research a team leader's management connotation.Next, I analyse the management characteristics of a team leader. Thus, I propose management capability system of a team leader. The paper points out the county electric power supply enterprise team leader's management ability and the status of gap. Thus I put forward the four deciding factor for ascension of management capability for a team leader. They are respectively establishment of a team leader's lifting mechanism, building of the leadership's environment, establishing training system and finally enhancement of a team leader management capability in practice.Among them, building of a team leader's lifting mechanism is the foundation of a team leader management capability's ascension. The leadership's thought method in the building a team leader provides the environment for a team leader. Establishing a training system and uniting method in practice was provided for the team leader. The latter is the team leader's ultimate method.To build a team leader lifting mechanism and to build a team leader training system, I separately carried on the empirical research. I put forward respectively a feasibility and implementation plan.In this paper the main achievements are as follows:(1)for the analysis of various influence factors to enhance a team leader's management capability, I adopted the principle of following the subjective and objective elements's unity, study factors and development factors's unity. Thus I drew four deciding factors. Thus, these four deciding factors is connected, overall thinking and integrate design.(2) for lifting process, it eliminate "one make top" and "a paper makes down"'s phenomenon in for the many enterprises on very great degree. More important, each candidate can enter a new stage in consciousness concept, system cognition, improve capability and integrated quality (especially cultural quality) after a lifting process. Virtual for kernel, actulaay carrier, always mix, with real promote falsely.(3) for the team leader training system and among them for the implementation effect safeguard section, I make concrete introduction in detail from courses adjustment, before training knowledge evaluation, curriculum implementation, after the training knowledge assessment, stage effect feedback, submit operations improvement programs, action plan achievement feedback etc. according to the PDCA cycle frame.In the end of this article, I put forward the suggestion about the professional team leader and point out the difference between professional team leader and team leader.
