| Urban land supply is an important means of macroeconomic controlling, land price is the most important economic lever in the land market. Therefore, that building a scientific and strict mechanism of assessment and decision of urban land prices and to play its role is particularly important, how to play its role, in large part determines the efficiency of urban land use, land prices and changes direction.Zhengzhou city is the capital of Henan Province, which is the largest population provinces in the country, Chung Dong New Area is located east of the old city, with a planned area of 150km~2, built area of more than 60km~2, and it is the key areas of urban development. However, demand for land continues to grow, the obvious contradiction between supply and demand of land resources, land prices there to some extent, alienation, updated every three years, the benchmark price of Zhengzhou City, there is difficult to directly guide the supply of land of Chung Dong New Area. How to create and implement a scientific system of land supply price, which is essential to build a fair and standard land market of Chung Dong New Area.Firstly, this paper describes the system of the land management at home and abroad, land evaluation research trends, the research situation of the benchmark land price and land price monitoring, and the basic theory that includes the theory of external effects, land rent theory, land evaluation theory, location theory and spatial and temporal distribution of land. This paper introduces the basic situation of Zhengzhou City and Chung Dong New Area, the section price system situation of land supply in Chung Dong New Area, and analyzes the land supply and land management problems.Secondly, with the benchmark premium and Land Price comparing, this paper analyzes the characteristics of the land supply section price, and presents the general idea and main content of building the land supply section price system. This paper researches the operation mechanism of land supply section price system and the identification and implementation of the section price, and analyzes the advantages, limitations, and promotion prospects of the land supply section price system. This paper proposes measures of improving the land supply section price system from four aspects such as improving the evaluation mechanism of the land supply section price, establishing the land supply section price correction factor system, improving the operation mechanism of the land supply section price, and strengthening construction of the architecture of the land market.Finally, this paper summarizes the conclusions of this study from four aspects such as the system construction, the work innovation, operational evaluation, and system perfection. |
