The twenty-first century will be the era of knowledge economy, high-tech industry will gradually replace the traditional industry and become the leading industries. In the 21st century, with increasingly fierce market competition,China wants to be the member of the powers economic of the world in the forest place and participate global economic cooperation and division of labor, china must be have high-tech industries with independent intellectual property rights. However, implementation and promotion of every innovative of high-tech industry funding needs to cost, but the enterprise funds are always limited, then seriously hampered the high-tech hair. Venture provides a measure for this issue.Venture capital with its unique, flexible financing, driven by the high-yield, provide financing for high-tech industry to support the creation of high-tech enterprises, growth and expansion, and ultimately help the company become a mature industry.In order to improve the optimization of the industrial structure , hebei province puts forward the development of high and new technology "the first LiangXiang" regional development strategy, amd combined with local location,industry ,resources of establishment condition, determine to set the "six base two industry"in the new period. In this context, the research of the development venture capital of hebei province is significance for speeding of risk investment and promoting the rapid growth of high-tech industry. However, Chinese venture capital investment has just started at present, and it is unmature.venture capital market almost is not established, risk investment main sources of depend on the government. But development of risk investment depending on the government support is far from enough. Based on the background ,we start the research work.This paper firstly summarized the risk investment theory and system dynamics theory, and intrdouce simple explanation of the system dynamics modeling idea and modeling steps. According to the basic ideas of system dynamics ,with the influencing factors of venture investment by previous scholars this paper establishe the system of risk investment, again according to the system the relationship between different factors in mapping out flowchart, and build identified equations. Then combining economic statistics analysis in hebei province, and simulation, then adjust relevant data, contrast changes before and after.Through the simulation analysis, it is concluded that increasing development of stock market, widen the road of quit of risk investment is important for the development of venture investment,.In the short-term ,increasing risk investment capital scale can promote the development of venture investment, but in the long run, we should improve its risk investment related environment to ensure the efficiency of capital investment. Based on the simulation analysis and model causality diagram, combined with hebei risk investment development situation and existing problems, this paper puts forward the development of venture investment in hebei province proposed some constructive Suggestions are: (1) the main risk investment capital to broaden the financing channels, to strengthen the role of government guiding funds (2) venture capital investment in property rights market recovery of normative development of small and medium plate, make full use of the securities market, guarantee funds efficiently recycled (3) establish relevant policy tax regulations, promote the development of venture capital safety guarantee.
