| Shandong province is a big province of China's economy, along with the rapid economic development, facing serious environmental problems. Environmental resources is the basis of economic development, and it also an important part of the productivity factor. Shandong province's long-term economic development will be seriously restricted by Environmental pollution. In recent years, although our province made a lot of works in pollution, waste disposal, the improvement of ecological environment, and energy saving etc, and increased capital investment, it still faces the severe situation.This paper expounds the concepts of environmental protection investment and some theoretical knowledge which is related to environmental protection investment and financing, and reviews the evolution process of environmental protection investment mechanism from the beginning, development to continue to perfect.Then, this paper discusses the present situation and existing problems in terms of environmental protection investment. According to the current situation in Shandong province, it analyzes the status of environmental protection investment respectively from the total amount, structure, efficiency and financing channels analysis, and then sums up the problems of environmental protection investment. Field of environmental protection in Shandong province is facing a series of problems, such as capital supply and demand contradiction, the low efficiency of investment, financing channels for a single, not clearly defined in relevant factors, and investment and financing management lag behind etc. These issues severely restrict the development of environmental protection in Shandong Province.Afterward according to the theories related to the environmental economics, combined with our specific conditions such as financial system, banking system, and investment and financing environment, this paper makes a thorough research aiming at improving the situation of environmental protection and puts forward constructive suggestions. Countermeasures include the following aspects:First, this paper defines the field of environmental protection investments, and legitimately divides the powers of investment subject and its investment. According to the environmental protection investment projects of social benefits and economic benefits and market demand of different, the environmental protection enterprises divide into public welfare, operational and emerging high-tech. Based on efficiency standards and fair standards, following the principles of social public goods benefit maximization, polluter pays, the user pays, and investors benefit, thesis divides the environmental protection investment subject and clears the powers of environmental protection investment subject.Second, promoting investment and financing structure diversification, learning from experience of other mature industries, and combining the characteristics of environmental protection industry, this paper brings forth new ideas of environmental protection investment system and takes shape environmental protection investment mechanism which has the characteristics of investment and financing structure diversification.Third, the article describes the environmental protection investment channel innovation, not only to further strengthen the financial investment, charge system for discharging, utilize the foreign capital financing, but also actively expand new financing channels, including capital markets, project finance, environmental protection industry park finance, lottery and other new types of financing ways.Additionally, this paper points out that the improvement of environmental protection investment mechanism involves many aspects of production and life.It is a comprehensive systems engineering and also needs for government policies and support, including tax policy, fiscal policy, monetary policy, financial policy, foreign policy. Besides the government still need to make whole society formed a good atmosphere of environmental protection by ways of strict environmental enforcement, strengthening environmental monitoring and management, developing environmental science research, strengthening the propaganda education and othermeans in order to ensure the environmental protection investment mechanismrunning smoothly. |
