Study Of Countermeasures On Perfect Of The Ecological Transfer Payments

The construction of conservation culture is the foundation and protection of harmonious society in the new period in China. Since the reform and opening-up, China has a rapid economic development, while the ecological environment is deteriorating day by day. Meanwhile, the economy and the environment appear regional non-balance significantly. The regions which have a high level of economic development, the pressure of ecological environment is smaller.but as a ecological barrier, the ecological environment is very fragile in some poor areas. To achieve the co-ordination development between the economy and the ecological environment, it needs the financial support to give to the areas which have a vulnerable ecological environment. Promoting the development of the ecological environmental protection and economy is through the ecological transfer payments.The paper includes five chapters. Chapter one introduces the background of the study, the purport, the literature review and the topic of the study. Chapter two describes corrective theories, including Externalities Theory, Public Goods Theory, Game Theory and the environmental Kuznets Curve (EKC) hypothesis. Chapter three explains the status of the ecological transfer payments. It shows the practices and the problems of the ecological transfer payments. The next chapter gives some cases of the ecological transfer payments abroad, from which we can get some reference. The last chapter is also the most important one of the paper. It includes some measures to perfect the ecological transfer payments, such as improving the eco-related laws and regulations, establishing a regional system of horizontal fiscal transfers, perfecting the monitoring system and evaluation mechanisms and so on.
