| Financial enterprises, as a knowledge-intensive industry, the competition of their products and services is becoming increasingly undifferentiated, therefore the final success depends more and more on the tough competition of the human resources. RCCS(Rural Credit Cooperatives of Shandong), as the main force of the financial system in rural areas, have intensified their reform to a broader range, which poses a new challenge to the human resource management. It is an effective way to improve the mode and the level of the human resource management by applying the information technology to the whole process. Thus, to establish an effective and accessible HRMIS (Human Resource Management Information System) becomes a necessity to enhance the comprehensive competitive power of the Rural Credit Cooperatives. RCCS was founded in June 2004. As a comprehensive and multi-functional local financial institution which has the broadest branch networks, the largest number of practitioners, the most extensive services, and the grandest capital scale, it is faced with a grave challenge in the human resource management. Most commercial banks realized the information-based human resource management at the end of last century. It is important to get more market share, establish current human resource management, which enables the human resource department to release from the daily trivial matters and improve work efficiency.Based on the above opinions, and with RCCS as its chief source, this paper is aimed to carry out an analysis and study of the construction of HRMIS for RCCS from the following aspects.The paper summarizes a general state of the HRM theory. It will give a brief introduction of the definition and development of HRMIS, discuss the advantage of the information-based HRM over the traditional HRM, and give a short account on the solution for the system security control issue. It will analyze the status quo of the HRM of RCCS and bring forward the feasibility of the construction of HRMIS in RCCS. Based on this it draws up a design HRMIS of Shandong Rural Credit Cooperatives. It will give a general introduction of the main business process of the current HRM, describe the design flowchart of the HRMIS of Shandong Rural Credit Cooperatives, further raise the principle of the management system, describe the system structure and proceed with the function planning of the HRMIS. At last, it focuses on the implement of the HRM of RCCS. It will suggest the orientation for platform building, introduce modular decomposition of the system, further expound on detailed modular design gradually carried out according to the modular decomposition, bring up an implementation plan for the system, and briefly introduce the requirements and choices of the development technologies.The innovations of this paper include:1) RCCS is the first provincial level Rural Credit Cooperative to introduce the HRMIS. It caters to the reform and development of HRM, instills a new management concept to the traditional ones, and has a strong practical significance. All of this guarantees RCCS a leading position in the credit cooperative industry; 2) The construction of the HRMIS of RCCS further extends the vision for HRM, emphasizes the customer-oriented practicability, and lays a solid foundation of a whole process management for the HRM of RCCS; 3) This HRMIS adopts the up-to-date management information technology. It is more advanced than the system adopted by the previous financial institutions. It can provide some valuable experience of information-based HRM for other financial institutions. The purpose of the construction of the HRMIS of RCCS is to provide necessary theoretical and methodical basis for developing an efficient HRMIS on one hand, and to further simplify the HRM process, improve management efficiency, promote the market orientation featured in service related to agriculture, rural areas and farmers, and further enhance the market competitiveness of RCCS. |
