Research On Development Of Public Culture Facilities Based On Co-governance In Yuexiu District Of Guangzhou

Since the 1990s of the last century transformation of government function is a major reform of public administration, which aims to gradually strengthen the functions of government services and improve the public service system. The public cultural facilities as a basic and important part of the cultural service system get more and more government attention. With social development, enjoying the fruits of economic growth, people demand for more and diverse public cultural services. How to develop and efficiently use public cultural facilities to satisfy the growing demand of urban residents has become an important issue of service-oriented government.Yuexiu District of Guangzhou City is the political center, economic zone, advanced science and education areas and famous cultural district in Guangdong province. There are a number of provincial cultural institutions and numerous outstanding cultural resources. Public cultural facilities at all levels spread in Yuexiu District. Over the years Yuexiu District redoubles efforts to boost public cultural facilities development, which is at the leading level; however, because of historical and urban development imbalance, various cultural facilities, particularly community and cultural facilities, are unevenly distributed. Problems such as low resource sharing, limited investment funds and imperfect management mechanisms need to be settled.Based on the present situation of development of Yuexiu District public cultural facilities, this thesis analyzes the problems of developing, utilizing, and managing public cultural facilities, and attempts to probe how to deal with these problems with co-governance theory. It will provide a theoretical reference and practical guidance for the development of public cultural facilities and promote the construction of urban civilization and harmonious community in Yuexiu District.
