The Research Of Guangzhou City Bus Industry Privatization

It is a controversial problem for the guangzhou government decision-making departments and bus participators that whether the Urban public transport industry-as the quasi-public goods provider,should introduce the private investment and how to make a choice for the guangzhou public transport industry. This paper demonstrates the feasibility and necessity of the privately operated reform in guangzhou transit industry through investigating its privatization process, which has very important practical significance for optimizing public transportation service, realizing the social welfare and maximizing the benefit of enterprise.This paper mainly includes four aspects. First it totally discusses the background about public utilities privately operated reform. The second part is emphatically analyzes the theory foundation and related definitions of the city bus privately operated reform and reasons; and we have lessons from the successful experience of foreign reform. The third part mainly introduced transit privatization reforms in my country, including success and failure case; aiming at find its existing problems. Finally, we analyze the example of Guangzhou city bus privately operated reform, and use the relevant data to make empirical analysis. At last , aiming at the problems existing in the guangzhou transit industry, we give three suggestions: improvingt market mechanism to realize the separation of decision-making and the production, strengthening the government supervision responsibilities, rationalizing bus management system, strengthening the industry assisting and establishing open bus operation mechanism.Through ralated research, this paper concludes as below: it is a wise choice for guangzhou transit industry bus to reform privately In the government's direction; Guangzhou transit industry should take privatization as a policy, introduce market mechanism to replace the original political intervention through privately operated reform and adhere to the government leading, so as to establish a more convenient bus service and build a more harmonious society.
