| Nowadays, the speed of science and technology development becomes most rapidly. International Science and Technology Cooperation (ISTC) contributes plenty of achievements to promoting the development of national economy more steadily, rapidly and healthily. The economic globalization not only affects various aspects of economic subjects, but also strengthens inter-dependence relationship among different economic actors. As a result, the intellectual property right (IPR) protection of ISTC attracts more and more attention gradually. The IPR in ISTC has entered a new stage in both number and quality. And the proportion of IPR to national or regional IPR are increasing year after year. Therefore, in order to provide the better basis of decision making for IPR, it is necessary and important to evaluate the IPR protection in ISTC. Thus considering present situation and a long-term benefit, the research on the evaluation system of intellectual property protection in ISTC possesses an important significance.Firstly, based on the theories study of IPR protection in ISTC at home and abroad, this dissertation defines some related concepts and features of ISTC, indicates four major factors mostly affecting the IPR protection after current situation analysis, which are consciousness, operations, management and benefit. Secondly, this dissertation constructs indicators system of IPR protection through profound analysis. On the basis of comparing the advantages and disadvantages of integrative evaluation methods used in intellectual property right protection evaluation, this dissertation establishes a comprehensive evaluation method-Analytic Hierarchy Process (AHP) and Gray Relational Analysis (GRA). Finally, this dissertation ranks the Heilongjiang province, Jilin province, and Liaoning province through empirical analysis on the IPR protection among those three provinces of North East, and proposes the complete suggestion to improve the IPR protection capacity of ISTC definitively. |
