As information technology continues to evolve and the gradual arrival of the new economy era, the constituent elements of the competitiveness of enterprises have also changed dramatically. SMEs as an important part of the national economy, socio-economic essential element of the international economy is facing fierce competition with the domestic economy. As a real problems enterprises faced, how to seek survival, development and growth for the small and medium enterprises, which in the cracks of large enterprises. In this complex competitive environment, more and more enterprises realize the importance and trend of e-commerce. As the extensive application of e-commerce on the Internet, the strategic thinking, management philosophy, enterprise's business philosophy, operation mode, organizational structure of enterprise is in a gradual manner to change.Therefore, this major premise is outdated if the study of the competitiveness of enterprises out of e-commerce.This paper first reviews the competitiveness of enterprises at home and abroad on research and evaluation studies related to competitiveness, and then have an in-depth analysis for the competitiveness of enterprises elements of the evolution process from the traditional economic environment to the e-commerce environment. And on this basis, to build the competitiveness of SMEs in e-commerce-based evaluation index, using factor analysis method of level-to determine the impact of the main factor in the competitiveness of enterprises. In the index building process, not only includs the financial indicators which scholars selected in the past, but also includes the ability to measure business innovation, network service capabilities, potential customers, technological capacity to reflect the level of enterprise e-business indicators. This not only expands the competitiveness of enterprises new areas of research, provide a new reference methodology study the competitiveness of enterprises, but also provide a theoretical basis for strategy formulation for the development of SMEs. Finally, have a comprehensive evaluation of the competitiveness with the sample of small and medium-sized enterprises board of listed companies as well as Zhejiang, Guangdong, Jiangsu provinces horizontal comparative analysis of small and medium-sized enterprises, proposed constraints and policy recommendations based on e-commerce to enhance the competitiveness of SMEs.
