Since the science and technology system reform of china was started in early-1990s,most of development Institutes' enterprise reform has entered a substantive and operational phase.The internal management of development Institutes has the strong sense of administrative management because all of them are conversion from the original Institutions. Its organization establishment and the professionals structure is unreasonable, so that the level of human resource management in a backward of development Institutes. Especially human resources risk management with core staffs is in a blank state. But the human resources management with core staff is essential for development Institutes'survival and development. So the research of human resources management with core staff became a unavoidable question.Based on the above reason, this article system analysis G Corporation's question about human resources management with core staff.it take the Gansu Province building materials scientific research design institute Limited company (i.e. G Corporation) as the object of study. First, defined the conception of the enterprise core staff, the human resources management with core staff and risk management. Summarized the content and the influencing factor of the human resources management with core staff. Next, the author anglicizing the present situation of the human resources management with core staff of G Corporation in detail. Then, get to the project design of the human resources management with core staff of G Corporation, through formulating management goal,management process and management pattern and method by anglicizing。Finally, formulating the countermeasure and the measure of the human resources management with core staff of G Corporation by defining the strategic plan about human resources management, consummating drives and the restraint mechanism, preparing the preparatory program, establishing appraisal system and so on.
