The Study Of Fraud Audit In The State Engineering Project In The Perspective Of Economics

As our infrastructure investment is huge, there are many engineering problems of illegal. This triggered a series of social problems in some areas has severely affected economic development and social stability. This paper states the national projects fraud and the need of fraud audit. In this paper, problems such as audit project monitoring system lacking transparency and effectiveness and audit independence vulnerable to human interference, the relative strength of auditing and auditing of shortage of funds, audit the implementation of handling difficult are revealed. The author uses rent-seeking theory, asymmetric information, cost-effectiveness theory, principal agent theory to deeply analysis the serious "economic man" behavior in the auditing of the state projects, the penalty of violations of fraud audit less than expected benefits, the rent-seeking behavior in the building team and the construction team and the audit team, auditors and audited people unbalancing game, the reason why bidding collusion behaviors found later than it happens. The corresponding strategies for the problems existing in the fraud audit in the state project audit are presented: improving the state fraud audit mechanisms, increasing the penalty for the corruption in national audit project fraud, establishing and improving the incentive and restraint mechanisms to restrict rent-seeking behavior, enhancing the transparency and effectiveness in the audit of the national projects, increasing the investigation and punishment to the bidding collusion behaviors.
