Abstract/Summary:
Many conflicts happen frequently during construction, between stakeholders in practical engineering construction project. Besides the problem of the process control itself, the main cause of these problems rest with the conflict of interest within process conflict. These stakeholders belong to different participants of interests, so every stakeholder makes his decisions from their own perspectives, without considering the interactive impacts between their decisions, the phenomenon certainly will interfere with the project progress. For smoothly completing the project construction, the stakeholders should coordinate the conflicts and cooperate in harmony with each other. Every stakeholder should make decisions from either perspective by himself or by the others. While in the bi-level decision system, there are two decision makers belonging to different owners of interests, who are cooperative relationship. So, firstly, With the purpose of improving the cooperative relationship, introducing to the theory of bi-level decision system, this paper focuses on general contractor engineering, regards the project process control system by the owner and the contractor as bi-level decision one, and in theory, establishes the bi-level programming model between them.Secondly, Since Russell had raised the problem about Max-NPV in 1970, a lot of achievements in this field have been made. In recent years, the problem on Max-NPV has been one of the burning questions in the networks optimization. Presently, at home, the research on the question emphasizes particularly on single-object from the owner's or the contractor's perspective, or based on the financing costs allocation rate. In fact, the economic effect is important index for the owner and the contractor. That is to say, we must consider interests of the both sides. During construction, the owner pays for project funds. The contractor gets the payment and expends the project costs. In other words, the owner and the contractor have different cash flow respectively. In light of the research achievements on the cash flow from home and abroad, this paper creates two mathematical models, in which one is the upper programming model to make decision by the owner, and the other is the lower one by the contractor, and successfully builds the bi-level programming model.Finally, learning from the multi-objective optimization, the paper designs the vector evaluated particle swarm algorithms based on Pareto to solve the problem, and edits the program with MATLAB. Through computing and analyzing some instances, we obtain a lot of project progress and payment solutions, from which the client and the contractor can choose the desirable one to schedule the project network progress. The result indicates that the research is practicable and meaningful to the reality.
