However the external economic environment and social systems develop and change, enterprise is still the economic organization which always takes earnings as the ultimate goal. Along with the high development of market economy, the competition between enterprises, to certain extent, is mainly for the talents. How to attract talents and use scientific and effective incentive mechanism to inspire their enthusiasm, initiative and creativity, widen the space of enterprise cost control, obtain the maximum economic benefits with the minimal resource consumption, has become the key factors for enterprises to keep continuous market competitiveness and long-term development. Therefore, based on the cost control, conducting research on enterprise incentive mechanism and its effect evaluation is urgent for sustained, rapid and healthy development of enterprises, also is the inevitable choice for the development of economical society.Effective cost control is an important part for enterprises to improve profits, is the key to achieve success. This paper studies enterprise incentive mechanism based on cost control, integrates cost control with the incentive mechanisms, with the effective operation of incentive mechanism, using a variety of incentive mechanism to stimulate the potential of employees to contribute to cost control for the enterprise, and then builds the advantage of cost that makes enterprises win in the growing market competition. In this paper, we discuss the connotation of incentive mechanism and the cost control, analyze the situation of enterprise incentive mechanism and cost control as well as the necessity of the research on the enterprise incentive mechanism based on cost control, under the premise of determining the constructing principles and objectives of the enterprise incentive mechanism based on cost control, this paper fully builds the enterprise incentive mechanism based on cost control, using analytic hierarchy process and fuzzy comprehensive evaluation method to objectively evaluate the effect of the evaluation index system of incentive mechanism based on cost control and draw the evaluation results, and from the perspective of application and promotion, putting forward the measures for the implementation of enterprise incentive mechanism based on cost control and its effect evaluation in the practice, and looking forward to the future development.
