With the development of information industry and technology, reforming and improving the previous production system is the problem that the manufacturers have to confront and consider, how to determine the reforming and implementing schemes is the core of this job, therefore, it has important pratical value to construct evaluation index system embodying industry characteristic and oprable synthezing evaluation model.This paper refer to the study on evaluating implementation effect of reforming by technology project. The electricity controlling system reforming by bar is divided into four parts, high-voltage supplying electricity, driving control system of main motor, automation control system and electrical control system of auxiliary equipment. Making use of fuzzy set theory and analytic hierarchy process, we establish evaluation index system and evaluation model of electricity controlling system by means of quota and qualitative analysis; furthermore, study on reforming bar electricity controlling system of Hangang maturingfield, and compared with civil bar production system. The results indicate that reformed controlling system is much better than before in technics requirement and the internal and external environment, which has reference vulue to bar electricity controlling system in steel industry.
