Study On Application Of Value Engineering In Oil Enterprise

This article applied the Value Engineering into the oil enterprise and the exploration, exploitation and operations, desired to study on the research of application of VE through methodology and case studies.First of all, this author made a lot of pre-field research, interviews and data collection on the basis of analysis of VE theory. Secondly, the author made deep analysis and research on the application of VE in the three main phases of oil industry. Regarding to existing difficult issues on program selection in the exploration phase, the author made functional analysis on the exploration process with VE method and cost analysis, then identified and established the Function Properties and Functional Weight, developed the value evaluation model of exploration program. In the exploiting phase, the ground building part was selected as the representative object of research with the cost proportion method. Then the author simplized and optimized elements of ground building of Nanyuan oil field through function, cost and value analysis, as a result cut the cost of ground building and uphold the economic benefits of oil enterprise. In the operation phase, the author selected production management as the target, looking for ways to reduce labour and improve management efficiency by analysing the problems rising in the original management. On the basis of above, this author made overall functional analysis on oil field production processes, identified the auxiliary functions and excessive functions while taking basic function into account. Then the value of each option was calculated with establishing the functional cost according to the cost amortization. The improvement of oilfield production management can be realized on the basis of above analysis.Through methodology analysis and practical case studies, the feasibility and effectiveness of VE applications on different phases of oil industry was confirmed, thus the article expanded range of VE applications in the oil business as well as improving the development efficiency and reducing operating cost.
